POSITION TITLE: Sourcing Specialist

JOB SUMMARY: Provides skilled assistance in the strategic sourcing of goods, equipment, or services for the district. Demonstrates technical procurement knowledge of a broad spectrum of commodities and services. Works as an integral member in the management of strategic sourcing events and supplier relationships. Provides strategic and innovative contributions to the sourcing process and business operations of Procurement Services.

:Assists Sr. Manager, Procurement in strategic sourcing events (district bidding) including contract negotiations, development of request for proposals, and implementation of supplier contracts and agreements.
:Proactively identifies sourcing and contract value opportunities and examines existing contractual relationships within the district to identify best practices.
:Demonstrates proficiency in procurement guidelines and ensures current and continued compliance with all regulatory requirements, policies and procedures.
:Monitors supply markets, conducts market intelligence, and utilizes information obtained to develop sourcing event elements, comprehensive reports, and presentations.
:Performs other job:related duties as assigned. EDUCATION: Bachelors Degree
WORK EXPERIENCE: 3 to 5 years Minimum of 3:5 years of progressive experience in contracting, supply chain management, and/or materials management. Comprehensive understanding of strategic sourcing processes and elements.
TYPE OF SKILL AND/OR REQUIRED LICENSING/CERTIFICATION: Microsoft Office, Office equipment (e.g., computer, copier)
LEADERSHIP RESPONSIBILITIES: No supervisory responsibilities. May provide occasional work guidance, technical advice and training to staff.
WORK COMPLEXITY/INDEPENDENT JUDGMENT: Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an as needed basis.
BUDGET AUTHORITY: No budget development activity is required.
PROBLEM SOLVING: Decisions are made on both routine and non:routine matters with some latitude, but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.
IMPACT OF DECISIONS: Decisions have minor, small and possibly incremental impact on the department or facility. Errors are usually discovered in succeeding operations where most of the work is verified or checked and is normally confined to a single department or phase of the organizational activities resulting in brief inconvenience.
COMMUNICATION/INTERACTIONS: Collaborate and solve problems : works with others to resolve problems, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.
